Judge S. Scott Stephens - Professional Background & Legal Expertise

Biography

The Hon. S. Scott Stephens (Ret.) served as a judge for the 13th Judicial Circuit Court of Florida in Hillsborough County. Stephens was appointed to the bench by former Governor Jeb Bush in 2005. He retired at the conclusion of his term on January 5, 2021, and entered into private practice at Anthony & Partners.

Stephens held assignments in the Family Law, Criminal Justice and Trial, Civil, and Complex Business Litigation Divisions. He is credited with establishing the Murdock Project, an effort that produced the Judicial Automated Workflow System.

Prior to his appointment, Stephens was the Deputy Chief Judge for the Office of Judges of Compensation Claims for the State of Florida, a position to which he was named in 2003. Before that, he spent time as an administrative law judge for the Florida Division of Administrative Hearings (2003).

Stephens earned a bachelor’s degree from the University of Maryland in 1981. He then completed a J.D. at the University of Baltimore School of Law (1984) and an LL.M. in administrative law and economic regulation at the George Washington University Law School (1986).

He is admitted to practice in Florida (1988), the District of Columbia (1986), Maryland (1985), the United States Supreme Court (1985), the United States District Court for the District of Maryland (1986), and the United States District Court for the Middle District of Florida (1989).

After graduating from law school, Stephens entered into private practice in Baltimore and Tampa. He worked in that capacity until 1995, continuing his studies and receiving a master’s degree from Johns Hopkins University (1992) and the University of South Florida (1994). Then, in 1996, he completed a master’s degree in economic analysis from the University of Maryland before receiving a Ph.D. in business administration and finance from the University of South Florida (1998).

Stephens spent the next several years working as a visiting assistant professor of finance at the University of South Florida (1998 to 2000) and an assistant professor of finance at the University of Tampa (2000 to 2002). He eventually completed his education by earning a master’s degree in information system engineering from Johns Hopkins University in 2017.

His memberships have included the Judicial Management Council and the Florida Courts Technology Commission. He also sat on the Rules Advisory Committee of the Florida Supreme Court as well as the Court Statistics and Workload Committee and the Thirteenth Judicial Circuit Technology Committee.
