Judge Rocky A. Coss - Professional Background & Legal Expertise

Biography

The Hon. Rocky A. Coss is a judge for the General Division of the Highland County Court of Common Pleas in Ohio. He was appointed to the bench by former Governor Ted Strickland on August 25, 2008.

Over the course of his judicial career, Coss helped establish the New Way to Recovery Drug Court Docket, a specialized docket certified by the Ohio Supreme Court. He also sat as Chair of the Ohio Supreme Court’s Improving Court Operations Using Remote Technology Task Force as well as a member of the Ohio Supreme Court’s Board of Professional Conduct.

Coss earned a bachelor’s degree in history from the Ohio State University in 1969. He then completed a J.D. at the Ohio State University, Michael E. Moritz College of Law in 1975.

After graduating from law school, Coss entered into private practice, handling civil litigation, corporate, personal injury, domestic relations, real estate, and probate matters until his appointment to the bench. During this time, he supplemented his practice with service as prosecuting attorney for the Highland County Prosecutor’s Office (1977 to 2001) and assistant prosecuting attorney for the Adams County Prosecutor’s Office (2001 to 2008).

His memberships have included the Ohio Prosecuting Attorneys Association (president) and the Board of Trustees of the National District Attorneys Association. He has also been involved with the Hillsboro Rotary Club, the Hillsboro Elks Club, and the Highland County Society for Children and Adults.

Cross and his wife, Gayle, reside on an 84-acre farm in Union Township, which they share with their five horses, two dogs, and four cats.

He is registered as a Democrat.
