Biography

Hon. Manuel Menendez, Jr. (Ret.) was a judge for the 13th Judicial Circuit Court of Florida in Hillsborough County. Menendez joined the bench in 1984. He retired in 2015.

Menendez held assignments in the Complex Business Litigation, General Civil, Criminal Justice, and Family Law Divisions. He also served as the Chief Judge of the 13th Judicial District for thirteen years. In addition to his responsibilities as Chief Judge, Menendez also presided over the Asbestos Litigation Division.

Prior to his appointment, Menendez was a judge for the Hillsborough County Court, a position to which he was named by former Governor Bob Graham in 1983. Before that, he was an chief assistant United States attorney in the Tampa Division at the United States Attorney's Office for the Middle District of Florida (1978 to 1983).

Menendez received a B.A. in political science from the University of Florida in 1969. He went on to complete a J.D. at the University of Florida, Fredric G. Levin College of Law, in 1972.

After graduating from law school, Menendez began his legal career as a law clerk to the Hon. T. Frank Hobson, Jr., of the Florida Second District Court of Appeal. He served in that capacity until August, at which time he reported for duty as an officer in the United States Army Reserve. Menendez remained in the Army Reserve until being honorably discharged in 1983, having obtained the rank of captain.

Then, in 1973, he joined the United States Attorney's Office for the Middle District of Florida, serving as an assistant United States attorney in Jacksonville, Florida. Menendez remained with the office for four years, eventually leaving to enter into private practice at Culp & Menendez.

Menendez served as a trial panel member on the Judicial Qualifications Commission and is a past chair of the Florida Conference of Circuit Judges. His other memberships included the J. Clifford Cheatwood American Inn of Court, the Herbert G. Goldburg-Ronald K. Cacciatore Inn of Court, the American College of Business Court Judges, and a past president of the Tampa Bay Chapter of the Federal Bar Association.

Some of his many committee memberships included The Florida Bar Rules of Judicial Administration Committee, The Florida Bar Criminal Procedure Rules Committee, The Florida Bar Judicial Nominating Commission Procedures Committee, the Florida Supreme Court Trial Court Technology Committee, the Florida Supreme Court Committee on Diversity and Fairness, the Unified Committee on Judicial Compensation, and the Florida Courts Education Council.

In 2014, Menendez received the Chief Justice's Commendation from the Supreme Court of Florida.
