Judge Emmett Lamar Battles - Professional Background & Legal Expertise

Biography

Hon. Emmett Lamar Battles (Ret.) was a judge for the 13th Judicial Circuit Court of Florida in Hillsborough County. He was appointed to the bench by former Governor Jeb Bush in 2001. Battles retired on December 31, 2022, joining Zinober, Diana & Monteverde, P.A. the following month.

Battles held assignments in the Felony Trial, Felony, Juvenile Delinquency, and Civil Divisions.

He received a B.A. from Florida Southern College in 1973. He went on to earn a J.D. at the University of Florida, Fredric G. Levin College of Law, in 1980. Battles also graduated from the United States Army Judge Advocate Officer Graduate Course (LL.M. Equivalent) in 1985.

Over the course of his civilian legal career, he worked as assistant general counsel with the Florida Department of Transportation in District Seven (1995 to 2001) and taught as an adjunct professor at Stetson University College of Law.

Battles sat on various committees of The Florida Bar and the Hillsborough County Bar Association. His other committee memberships include the Florida Supreme Court Commission on Professionalism, the Florida Supreme Court Capital Post Conviction Proceedings Subcommittee, and the Thirteenth Judicial Circuits First Appearance Court and Professionalism Committees.

Battles also held memberships with the Florida Conference of Circuit Judges Education Section, the Tampa Bay Inn of Court, the Military Officers Association of America, the American Legion, the Florida Council on Crime and Delinquency, and a board member of the Hillsborough Association for Women Lawyers.

A fourth-generation Floridian, Battles was born in Jacksonville and raised in St. Petersburg, where he attended Lakewood High School. He served in active duty as a colonel in the United States Army (1973 to 1995), during which time he spent fifteen years in the JAG Corps (1980 to 1995).
