Judge Emily A. Peacock - Professional Background & Legal Expertise

Biography

Hon. Emily A. Peacock is a judge for the 13th Judicial Circuit Court of Florida in Hillsborough County. She was elected to the bench in 2006.

Peacock has held assignments in the Unified Family, Juvenile, and Civil Divisions.

Prior to her election, Peacock was a partner at the Peacock Law Firm, a practice she established alongside her husband in 2004. During her tenure there, she handled complex civil litigation matters, including fraud and false claim cases.

She received a B.A. in business administration from Vanderbilt University in 1978. Peacock went on to complete a J.D. at Stetson University College of Law in 1980.

Shortly after graduating from law school, she became an assistant state attorney in the Office of the State Attorney for the 18th Judicial Circuit. She served in that capacity for four years, holding assignments as chief of the Juvenile Division. Then, in 1985, she transferred to the 13th Judicial Circuit, where she sat as deputy division chief of the Intake Division and deputy bureau chief of Bureau II, which included the Misdemeanor and Juvenile Divisions.

Peacock was hired as a senior attorney by the Florida Department of Health and Rehabilitative Services (District V) in 1993. She spent the next two years there, eventually leaving to become an assistant public defender with the Office of the Public Defender for the 13th Judicial Circuit.

In 1996, Peacock left the public sector and entered into private practice. She started as a sole practitioner, but quickly closed her practice to become a partner at James, Hoyer, Newcomer & Smiljanich. Her caseload included individual and class action insurance fraud matters, individual and class annuity fraud matters, securities arbitration, product liability, and False Claims Act cases.

Peacock received the Distinguished Judicial Service Award from the Florida Supreme Court Justices (2014).

Her memberships have included the J. Clifford Cheatwood Inn of Court, the Stann W. Givens Family Law Inn of Court, the George Edgecomb Bar Association, the Community Alliance of Dependency Providers for Hillsborough County, and the Tampa Hispanic Bar Association. She also served as a guest lecturer at Cooley Law School and Stetson University College of Law.

Her committee memberships include the Hillsborough County Bar Association Bench Bar Committee, the Unaccompanied Immigrant Children Committee, the Thirteenth Judicial Circuit Professionalism Committee, and the Thirteenth Judicial Circuit Technology Executive Committee.

Peacock was born and raised in Tampa, Florida. She has been a member of the Tampa Oratorio Singers and sings in her church choir.
