Judge Devin D. Collier - Professional Background & Legal Expertise

Biography

Hon. Devin D. Collier is a judge for the 14th Judicial Circuit Court of Florida. He was appointed to the bench by Governor Ron DeSantis in 2022, filling the vacancy created by the retirement of the Hon. John L. Fishel, II (Ret.).

The 14th Judicial Circuit includes Bay, Calhoun, Gulf, Holmes, Jackson, and Washington Counties. Collier has held assignments in the Civil and Criminal Divisions in Gulf County and the Unified Family Court in Bay County.

Prior to his appointment, he was an assistant state attorney with the Office of the State Attorney for the 14th Judicial Circuit. Collier rejoined the office in 2019 after previously working there for five years beginning in 2013. His assignments included the Major Crimes Division, the Critical Incident Review Team, and a division chief in the Panama City office.

His legal career also included a stint as the lead attorney advisor in the Office of the Solicitor of the United States Department of the Interior, where his responsibilities included counseling and litigation matters, offering legal counsel to the Bureau of Land Management, and serving on the Employment and Labor Law Unit’s COVID-19 response team.

In addition, Collier was an attorney in the law firm of Barron & Redding, P.A., a sole practitioner in his own private practice, and an assistant public defender with the Office of the Public Defender for the Second Judicial Circuit.

He received a B.A. from the University of West Florida. Collier went on to complete a J.D. at Florida A&M University College of Law. While a law student, he was named the Outstanding Law Review Staff Editor (2010 and 2011) and received the Dean’s Top Performer Scholarship Award. Collier was also a National Employment Law Association Fellow.

He was admitted to practice in Florida (2011), the United States Court of Appeals for the Eleventh Circuit, and the United States District Court for the Northern District of Florida.

Collier attended Rutherford High School. At the time of his appointment, he resided in Panama City, Florida.
