Judge Daryl M. Manning - Professional Background & Legal Expertise

Biography

Hon. Daryl M. Manning is a judge for the Hillsborough County Court in Florida. He was appointed to the bench by former Governor Rick Scott in 2015.

During his judicial tenure, Manning has presided on the Juvenile Dependency Drug Court and held assignments in the Family (Title IV-D Child Support Enforcement) and Civil (Non-Criminal/Non-Traffic) Divisions.

He attended the University of South Carolina, where he received a B.A. in international relations in 1987. Manning then completed a J.D. at St. John’s University School of Law (1995) and an LL.M. at The Army Judge Advocate General Legal Center and School (2008).

Manning became a commissioned officer in the United States Army and served in the Judge Advocate General's Corps. During his military career, he served in the United States, Iraq, Saudi Arabia, Kuwait, and Afghanistan. He joined the Army in 1985. Manning also served in the Army Reserve. At the time of his retirement in 2015, he held the rank of Lieutenant Colonel.

During his civilian legal career, Manning worked as an assistant attorney general with the Florida Office of the Attorney General in Hillsborough and Pinellas counties. He joined the Attorney General’s Office in 1999 and held his position there until his appointment to the bench. He is a certified Guardian ad Litem.

Manning has taught criminal procedure, military law, and alternative dispute resolution as an adjunct professor at Western Michigan University, Cooley Law School.

His memberships included the Florida Bar Board of Bar Examiners (chair) and the Florida Bar Grievance Committee in Hillsborough.

He has also served as a mentor with the Big Brothers Big Sisters of America and was a board member of A Kid’s Place of Tampa Bay, Inc.
