Judge Caroline Tesche Arkin - Professional Background & Legal Expertise

Biography

Hon. Caroline Tesche Arkin is a judge for the 13th Judicial Circuit Court of Florida in Hillsborough County. She was elected to the bench in 2008.

Tesche Arkin has held assignments in the Juvenile Dependency, Juvenile Delinquency, Felony, Family Law, and Civil Divisions.

Prior to joining the bench, Tesche Arkin's legal career included positions in both the private and public sectors. In the private arena, Tesche Arkin was a sole practitioner at her own law practice, where she worked as a criminal defense attorney and also handled cases involving estate planning and contracts.

In the public arena, she served as the director of Recruitment and Attorney Training for the Office of the Public Defender for the Thirteenth Judicial Circuit and was an assistant state attorney with the Miami-Dade State Attorneys Office, where her assignments included serving as a felony trial attorney and as chief of the County Court Division. Tesche Arkin also held assignments in the Organized Crime/Narcotics Special Prosecution Unit.

In addition, she completed a clinical internship with the Organized Crime Strike Force of the United States Attorney's Office for the Southern District of New York and served as a Special Assistant United States Attorney with the United States Attorney's Office in Bangor, Maine, through a Federal Prosecution Grant.

She received a B.A. in political science from the University of California, Santa Barbara, in 1982. Tesche Arkin then completed a J.D. at Lewis & Clark Law School in 1987.

Her memberships have included serving on the Board of Directors of the Hillsborough Association of Women Lawyers and as a past president of the Family Law Inn of Court and the Tampa Bay Inn of Court. She also sat as a member of the Florida Supreme Court Committee on Professionalism and was co-chair of the Hillsborough County Bar Associations Bench/Bar Committee.

Tesche Arkin served as a pro bono volunteer with Bay Area Legal Services, a member of the Board of Directors of the Tampa Bay Buccaneers Booster Club, and a volunteer at Joshua House. She has also taught as an adjunct professor in the Business Law Department of Hillsborough Community College.

In 2019, she received the Robert W. Patton Outstanding Jurist Award from the Hillsborough County Bar Associations Young Lawyers Division.
