The Hon. Mark Hulsey, III (Ret.) served as a judge for the 4th Judicial Circuit Court of Florida. Hulsey was elected to the bench in 2010, filling a vacancy created by the retirement of the Hon. William A. Wilkes. He resigned in 2017.
The 4th Judicial Circuit encompasses Clay County, Duval County, and Nassau County. Hulsey held assignments in Duval County, presiding over cases in the Criminal Division and the Probate Division.
Hulsey earned a B.A. in history from the University of Florida and an M.A. in international relations from the University of Southern California. He then completed at J.D. at the George Mason University, Antonin Scalia Law School. He was admitted to the Florida Bar in 1983.
After graduating from law school, Hulsey worked as a sole practitioner in his own private practice.
In 2016, the Florida Judicial Qualifications Commission (JQC) initiated an investigation into allegations of judicial misconduct related to inappropriate comments based on gender and race. Hulsey, who has denied the claims, resigned from the bench a month before his case was set to be heard by the JQC Panel.
