The Hon. F. William Cullins is a judge for the 14th Judicial District Court of Kansas. He was elected to the bench in 2006.
The 14th Judicial District includes Chautauqua and Montgomery Counties. During his judicial tenure, Cullins served for four years as Chief Judge of the 14th Judicial District (2015 to 2019).
In February 2021, the Kansas Supreme Court suspended Cullins from his judicial duties for one year for allegedly violating the Kansas Code of Judicial Conduct. Cullins was subsequently reinstated on June 14, 2021, after it was determined that he complied with the training and counseling stipulated by the Court.
Prior to beginning his judicial career, he was the County Attorney in Montgomery County, a city prosecutor in Coffeyville, and a private practice attorney.
Cullins received a bachelor’s degree from Emporia State University. He then completed a J.D. at the University of Oklahoma College of Law.
His memberships include the Oklahoma Bar Association, the Kansas Bar Association, and the American Bar Association.
Cullins is registered as a Republican.
